I think Uncle Sam is more of an office than it is an individual. Otherwise he is a Time Lord, and we keep catching him after subsequent regenerations.
I think it would be interesting if you characterized uncle Sam as a black, hispanic or asian man/woman. I wonder how would everyone else take it. Aside from that, did you consider having Uncle Sam as the “Road Runner” and Bobo as “Wile E.”?
Then again, let’s not forget how we all, feel about our President being portrayed as”sub-human”.
